Introduction
International experience in ghting terrorism shows that counter-terrorism campaigns are usually long and complicated with no clear vision of when or how they will end. is is because of the diverse character of the threat. Examples from our neighbourhood show that Sri Lanka defeated Tamil Tigers after a 26 yearlong campaign, meanwhile, the United States has failed to address the issue of terrorism in Afghanistan even after 18 years of what New York Times described as 1 “grinding, bloody war” . Experience of the United Kingdom\’s three decades long ght against Provisional Irish Republican Army reveals that although PIRA and its affiliated paramilitary 2 groups had ceased their activities in 2005 , but the threat persists and incidents of violence continue to occur there.
